IT job advice

Hi, my husband really like Hong Kong and would like to work in HK as IT project manager. We are living in Belgium right now.
Here is his profile: 10 yrs exp with IT project management, specialized in Java EE software development, analysis, architecture, esecurity and networking. But not too technical and he doesn't have certificates like prince 2... He can speak and write fluent English, French dutch and German but only can speak little bit Cantonese. He usually work for the government but never with banking sector. No problem with work permit as I am from Hong Kong.

My question is: how big is the chance he can find work as IT project manager in Hong Kong with only little bit knowledge of Chinese language? Should he find work through recruitment agency?
