People kill each other all the time. That has been going on since well .. a very long time.
But, at some point, does the collective come together and figure .. "is this killing a serious problem". In the case of 9/11 a nation rallied behind a confused president because they saw innocents being killed by well.. an unknown force that could be stereotyped and identified very clearly as being non-american.
What happens when the killer is not a single entity...
