You both pay. Its normally half a month's rent.

Half a month each that is. Although when times are hard agents have been known to be prepared to negotiate.

The problem with this system is that it is not clear on whose behalf the agent is acting, and from the tenant's point of view it disincentivises the agent to get the rent down.
