i-Cable is offering 10M broadband + a free home phone line for $129/month (I currently pay $180 for a Netvigator 6M connection and $100 for a PCCW home line). Is their service quality decent? Will I have any issues as a Mac user?

I currently use the same plan from i-Cable ...

Based on my personal usage ... service seems okay but do take note of the following caveats :

1. occasional disruption of service (sometimes the modem seems to cannot connect for a few minutes to a few hours meaning no internet or landline phone for that period)

2. internet connection speed is not consistent ... sometimes it's okay fast sometimes it seems to be very slow. (Whatever they tell you, cable internet is still a shared connection meaning if there are a lot of cable internet users on your building and is being used at the same time .. it slows to a crawl)

It depends actually on what you need ... for simple internet use and budget concerns it should be okay.

Using a Mac won't be a problem the modem automatically assigns an IP to your machine no need to login or anything.
