It started yesterday but it seems to be getting worse. It was running at 11% earlier today.
I am seeing right now 20-50% packet loss to Netvigators core network. It seems like portion that connects south east of kowloons adsl (MegaAccess/PPPoE) network that connects to Internet portion of the Netvigator network.

I am sure many of you are not having any problems, what I am seeing right now is a big problem.
I am not sure what IP exchange this portion of Kowloon is served by but it all ends up on this IMSBIZ router g0-0-0.wttbr01.imsbiz.com . wtt is the code name for the building, but I don't know where it is.
Here is what to do when you have a slow connection
When ever you have problems or slow performance on XP Start -> cmd
