Not yet - they still need to tidy up the local laws and regulations to become a powerhouse - they are on their way though. Also stiil not a top destination for the best of the class talent. Will take about few years - also a lot rides on what happens in Indian subcontinent.

Anya - I would still recommend a year stint in HK for your OH - in long term it will pay off very nicely.
