I assume you know how to download and play bittorrents?
http://www.sportbit.org/ is a great site for sports related torrents. You have to register but I saw a couple of CFL games which have been capped (uploaded).
Alternatively,
www.btjunkie.com is a bittorrent search site where u can search for CFL in general. I'm sure you'll find some.
If you are new to bittorrent and video media, I'd recommend downloading "Bitcomet version 0.70" and "VLC 8.6". Google that.
Otherwise, what my dad does (and what many relatives now do) is is set up a Slingbox (
www.slingbox.com) in US/Canada and watch in HK.
It works great usually. Although the Taiwan earthquake has messed up the internet speeds in HK for the last 2 weeks...
Hope this helps.
