Smart ID Cards

Can somebody give me the low down on applying for a smart ID card? I've been looking at the official website but am still confused about the steps required and where to go to make the application.
If these questions show me up as a complete moron, please excuse me as I'm pregnant and haven't really had a clear thought in a couple months! I would so appreciate a patient explanation!

Do you have an existing ID card? If you do, you have an older ID card, the information on the replacement is here.

If you're applying for a new ID card, then all the new IDs are "smart".

All ID cards issued in the last couple of years have been "Smart". If you hold a "non-smart" ID card from before that time then there have been call-up periods for people by age group, which have all pretty much finished. If, for some reason, you missed your allotted period then the process to follow is described here: http://www.smartid.gov.hk/en/index.html
