Switching from Engineering to Finance

I am currently a Civil Engineer working in the US. I got a Master degree in Engineering with one of the top US universities. I was born in HK and can read, speak and write Chinese (both Mandarin and Cantonese).

After 5 years working as an engineer, I am getting tired of it and am thinking of switching to do finance (preferably IB) in HK. I did a finance certificate at one of the top US universities recently.

I went to HK last week and met some of the recruitment agents in HK. Most of them were not that optimistic about my getting a finance job in HK. I am willing to accept a much lower starting salary (like HK$25,000) but seems that opportunities are not that many out there.

I wonder if anybody has any similar experience? Any suggestions as to how I should do ? What is the appropriate salary expectation? Any good recruitment agents ? Shall I ask for housing allowance?
