Can someone point me to the section on the immigration website or goverment website which will inform me if I can start a business here in Hong Kong if I am on an employment visa?

I can't point you to a section. But I'm quite familiar with the situation. If you have employment visa, following things you can do or can't do:

- You are allowed to register a business / open a company BUT
- You are NOT allowed to earn any money with it by yourself
- Means, in theory you can open a company and hire somebody to work for you and act as boss. But you are not allowed to be active in your own company if you have empoyment visa only
- Also, you're officially not allowed to do any work (part-time etc), nearby your job, due the reason as this would need to taxed as income

To make it short, with employment visa you can only be WORK/ACTIVE in the company which has employed you.
