I could be wrong, but I thought I'd read that the majority of employees in Hong Kong paid no income tax at all - that is, their income is completely covered by their allowances.

That's not true for expats, of course...

http://www.ird.gov.hk/eng/ese/ind_stc.htm -- will help you calculate the taxes. Average would depend, you cannot compare the average restaurant worker with the average investment banker.
