No. If Methozip has the Right to Land in Hong Kong (and they state that they have a letter from Immigration to this effect) then s/he does NOT need a visa.

This may seem silly but what is a dependant?
If I have an R does that mean I am a dependant?

Dependent is a type of Visa.

If you have the Right to Land then you don't need a visa at all so don't worry about it!
