My husband was born in HK (Both Parents were HK residents) and moved to USA when he was young. I think he only has his birth certificate, but no residency card. two questions : 1) can he apply his residency card without visiting HK. 2) Can I apply for residency as well through my husband? I was not born in HK and we both are US citizens.

Really this best asked by simply emailing the Immigration Department: enquiry@immd.gov.hk They are very efficient at responding to emails. But funadmentally, if both parents were HK Citizens (i.e. Chinese) then at first sight the answer is probably yes (to both). If they were expats who just happened to be living here when he was born then the answer is most likely no.
