Does ABC have ROA?

Need much more information than what you provided. The best is to ask HK immigration. If your father is a Chinese national with a permanent HKID, your chance of getting a HKID (at least a temporary ID) should be good.

There are other ways to get HKID - work, professionals, etc.

However, most likely you still need a working visa to work in China.

yes, my father is a chinese national with a hkid card. also, a permenant resident of hk, but lives and works in china.
im also planning to call the wanchai office, but i dont want to hear the same thing ive read from the booklet and application.

i have all the documents to prove other wise.

If you call immigration, the holding time can be long and sometimes not as useful. If you, your parents or uncles/aunts are in HK, it will be much better if one of you can go in personally and ask. They are very helpful, and can go through the process with you.

ROA & Chinese NAtionality.

Inline with the rules of Hong kong Under chapter 115 of Immigration Ordinance, you have Right of ABode in Hong Kong. However, you dont qualify to be a Chinese citizehip. Being having ROA and Chinese nationality are two different issues.
