If my husband is working here and I have a HK ID am I allowed to work part time without a visa? Freelancing with different companies so am I responsible for getting my own visa? OR if I am only earning pocket money and not taxable is that different?

You can only get a HK ID if you have a visa (or if you are a HK Permanent Resident / Citizen). What I suspect you mean is that if your husband has an Employment Visa, you may then apply for a Dependent Visa (and then get a HKID card). With such a Dependent Visa you may do any sort of work (or study) that you wish without any need for further paperwork.

Tax is a completely separate issue.
