I immigrated from Hong Kong to the United States more than 20 years ago. I was born in Hong Kong, and I am holding an expired Hong Kong permanent resident card.
I like to renew my HK PR card. Do I have to do it in Hong Kong? Because I live in the U.S., can I renew my HK PR card at a Chinese consulate? Apparently I can renew my card overseas if I also apply for a HKSAR passport. My parents are Chinese. I was born in Hong Kong and I had lived in Hong Kong for more than 7 years.

Because I am now a U.S. citizen, I don't need a HKSAR passport. I like to know if I can renew my HK PR card overseas, without applying a HKSAR passport at the same time.
What is the difference between a HK PR card issued in Hong Kong and a HK PR card issued overseas? When a holder of an overseas issued HK PR card go to Hong Kong to change it to a Hong Kong issued HK PR card, how complicated is the process?
If I have to travel to Hong Kong to renew my HK PR card: Should I email Hong Kong Immigration in advance to get an appointment? As my HK PR card is more than 20 years old, how complicated is the process to get a new card? What documents should I bring? My Hong Kong birth certificate, my old HK PR card, proof of seven years of continuous residence in Hong Kong?
Because the application to renew my HK PR card will take several weeks, will Hong Kong Immigration mail the new card to me? Is there an expedited application process for people who pay an extra fee? If I can't stay in Hong Kong to wait and pick up my new card, will Hong Kong Immigration hold my new card for me until I go to Hong Kong on a later trip?
