Don't think it is Lagham Place which does boast the mean Xpressalotor.

This is in Langham Place. It is just a pretty short set of stairs with colors that change in the upper stories of the spiral shopping mall area.

Just seen this, so sorry if a little late! These stairs are indeed in Langham Place and are easy to find, located between L5 and L6.
