HKID needed for renting an apartment?

I will be arriving in HK before my work permit is ready. It would be nice to settle in before I start working, so I want to use the time before to find an apartment. Two questions:
1. Will I be able to rent an apartment without a HKID?
2. Would I need to leave the country once I receive my work permit (since I will enter on a tourist visa).

Any advice would be appreciated.

1. Unlikely unless you are able to pay upfront for the duration of the lease. The landlord would effectively be taking the risk that your employment visa would not be granted. You certainly wouldn't be in a strong negotiating position.
2. No, although some people insist on claiming otherwise. ImmD can change your status from Tourist to Employed without you leaving HK.
