For my daughters first bday party i ordered 200 paper bags for hkd 200.this company is somewhere in kwun tong.they r very prompt and can even make monogramed bags for you.and i found their address from hk yellow pages online.you can browse the yp and look there for no of other companies.i am sorry but i dont have the contact no. for the company i bought from.i hope this info helps you.

I saw some wholesale shops for shopping bags in Sham Shui Po area. I saw a couple of them. I do not know exact location, but I saw many beads shops around there too.
