The flower market is in Prince Edward. For potted plants its best to go to one of the nurseries. There are couple in Pok Fu Lam - Victoria Rd and Pok Fu Lam Rd (after Chi Fu), also in Sai Kung.

Thumbs up

Fai Hui (Flower Market) is adjacent to the Bird Market and makes for an interesting outing and I'd say the cheapest and largest selection of flowers in the territory. Also a great place to live (a very nice upscale flat is above mine in what looks to the world like an awful old building).

Take the MTR to Prince Edward and take exit A to avoid the crowds. Double back on exiting and follow along the back of the Mong Kok police station toward the sports centre in the distance (3 long blocks). You'll begin to hit flowers on the way, then turn right on Sai Yee for a street full of flower shops - and you haven't hit the market yet! Beautiful new balustrades and plantings lead you up the block...look to your left half way along and THAT's the market.

Enjoy!
