Hi,
is it posible to for a US citizen study in Hong Kong in one of their english school foundations in one of the secondary schools?If so, can either one of their parents take up residency and then find work there?

How old is the child? If the parent obtains a successful employment visa in Hong Kong then the child can be on a dependant visa and study in Hong Kong if under the age of 18.

Hi, child is 13 and a family member will be sponsoring her.Can the child then sponsor a parent?

This is not possible. The most common situation is where the parent applies for an employment visa and then supports the child to come and study in Hong Kong.
