Best way is to use a writing tablet with the accompanying software CD.

If you have your XP disc, you can install the Chinese IME.

Control Panel > Regional and Language Options > Languages (tab)

Click on details and you can add a number of different methods, eg: cangjie/chongkit (Taiwan), Pinyin (PRC).

Personally, I prefer using NJStar Communicator.

If you do not have the XP disk just download the chinese font packs from Microsoft. Only takes a few minutes. Buy a cheap keyboard (with Chinese characters on it as well) and away you go!

My wife prefers, as DB mentioned, a writing tablet. She finds it so much quicker and easier to use. Cost about $150 in Mongkok, comes with software and works very well. Even I can input chinese characters with it which goes to show how easy it is.
