I am a medical student currently studying in UK, and I want to go back to HK to work for family reasons. Is it really true that the licensing exams are hard to pass?

Does anyone even know why Hong Kong made such change? What's the reasoning behind it? Do they think they are superior to US/UK/Aus in health care provision? Surely there is a lack of good doctors in Hong Kong... isn't this just going to make their system even worse?
