HK ID application how?

hope someone can help me with my HK id application.
my situation is as follows:
- my parents were born/raised in HK and currently hold a HK ID
- I was born outside HK before1997 and have a foreign nationality.

according to the things I have read so far, I am considered as a non-chinese national, since I got a foreig nationality at birth, right?
However I have never made any declaration of change of nationality to any HK immigration department. So am I still considered as a chinese national or chinese citizen? Is there any difference in definition between "chinese national" and "chinese citizen"

And how do I apply for RTL if it appears that I do not have the ROA??
can anyone share some info?
