I am from Singapore and nice meeting u all. I have brought along my 2 doggies (Shih Tsu) from Singapore to Shanghai in 2004. Those days, we need not send our doggies for quarinteen when arrived. Now, I heard they will need that for a month when arrival.
And yes, I have been facing problems while living in my apartment last year in XuiJiaHui. My neighbours (Shanghainese) complaining my doggies making too much noise?! Feel like reminding them I am keeping a dog but not a FISH!! lol
There was once an incident that really made me feel miserable. I was walking my dogs (with leashes) within our development where the compound is pretty hugh. There was this local shanghainese lady, (later then I was informed by the securities that she was not even a landlord nor tenant of our development,she only came for the mahjong games in our clubhouse), swinging her car keys right infront of my doggies trying to scare away my doggies but that irritated 1 of my doggy to lap towards her. I pulled away my doggies and kept apologising but was not accepted, people stopped and gathered over, she insisted to blow her top resulting the arrival of the police. I was brought to the p/station cuz she insisted the police to file a report against me that my dog has made a mark on her leg. Without even listening to my explanations, or allowing the police to check her so called "injury" she persued and asked the policemen to bring the case against me. Result was, she was lectured by the policemen hinting that there wouldnt any wounds or bleeding (just a red mark) that she was just trying to squeeze a compensation out from a foreigner! I then, voluntarily gave her my name card and told her for the past 2 days if she are really feeling sick, she could just give me her medical reports and bills, surprisingly, she did not take my name card and left without a word! The policemen were friendly enough to explain to me that such people does exists and reminded me to leash my doggies while walking them and keep my doggies' license as and when such happenings...
Finally, all I have to say is "Yes" there is such a rule here in Shanghai about walking our babies in the public. It will be much safer to walk them within your apt's compound and remember to put a leash on them, remember to avoid walking too close to the locals unless you are fully confident that your babies will not be irritated by any of they strange reactions when your dog are walking close them... Otherwise even your dog barks at them, they will report to the police and u may get a fine!
