There are some permanent moorings on the south side for boats and they are relatively inexpensive. You could try contacting the guy at
www.liveaboards-asia.com . Although he mainly sells custom-made and preowned houseboats, he also knows loads available for rent. He'll also give you the heads up on marinas. hope this helps.
