The seat you sit in has very little linkage to what you pay. "Restricted" means in terms of changeability of flight date/times, only available on certain flights, and only a certain number of seats available on each flight at this fare.
On CX if it is booked in subclasses YBHKLMV then you get miles, if in other classes (S, Q, O, etc.) then you don't get miles.
Baggage allowances are determined by which class (Economy, Business, First) and what frequent flyer status you hold (Silver, Gold, Diamond).
If you don't have frequent flyer status then you can only pre-reserve specific seats if you are paying high (unrestricted) economy fares. But if you have frequent flyer status then you can book any seat that's available, regardless of whether you are on a restricted or unrestricted ticket.
