How many times are you going to ask this question? The brokers are not making their advice up and it does not matter what HK rules allow. US regulations are preventing you from buying. If the offering is not registered in the USA then basically if an issuer or distributor sells to an American (without another exemption from registration in place, which would not apply in your case) it could destroy the issuer's exemption from registration in the USA (a very bad consequence). So, to be safe, they do not sell to US citizens, during a distribution compliance period of 40 days or 1 year, depending on the type of offering and other factors like US market interest... If you need more clarification take a look at Regulation S and Rule 903 thereunder.
