Japan comes pretty close on that, people leave their coats unattended all the time in Tokyo from what I have seen (and also done, once even with my mobile phone in the pocket for a couple of hours, thought not intentionally). This even happens in some bars in Roppongi!
Not something I would recommend anyone to do though, not even in Tokyo, but people seem to do it quite a lot, though. |
