For the past 3 years i have been extending my hong kong visa every summer holidays.

My dad recently receive his permanent identity card, I was wondering if I am able to apply for permanent residency?

When you have been resident in Hong Kong for 7 years you can apply.

    Is he a Chinese citizen?

Edit: Just saw in your post he received one (so I guess he isn't a Chinese citizen), which means he has been resident in HK for the seven years.

No. You don't get one. Live here legally for 7 years and you can apply.

You need to be ordinarily resident here for 7 years continuously. Being overseas for education does not interrupt ordinary residence, so if you have come back here for all the holidays during the time you have been studying, and you arrived at the same time as your father then, yes, I believe you are eligible to apply for Permanent Residence.
